In order to contribute to the efforts of the Government and its partners in the fight against poverty and the restoration of food security, the Ministry of Agriculture and Livestock (MINAGRIE) proposes an Agricultural Strategy that takes into account the guidelines contained in the CSLP-Complete, the MDG, the Comprehensive Agricultural Development Programme of NEPA member countries and the development policy of the EAC member countries. It provides a basis for the formulation and implementation of programmes and projects capable of rehabilitating and modernising the sector.

The overall objective is, on the one hand, to rehabilitate the production tool and to revitalize agricultural activity in order to relaunch production and reach or even surpass the best levels before the crisis and, on the other hand, to modernise the agricultural sector in the medium and long term in order to transform subsistence agriculture into market agriculture. An annual growth rate of 6% is adopted.
