COGERCO was created in 1947 in order to promote and organize cotton cultivation within the framework of the Cotton Reserve Management Committee.

These functions include:

• Supervision of producers (extension and advice support),
• Supply of cotton inputs and fixing of entry prices,
• Granting credit for inputs,
• Primary marketing (including setting the purchase price for seed cotton) and transporting seed cotton from cotton markets to the factory,
• ginning of seed cotton and fiber classification,
• Commercialization of fiber and petroleum seed on local and export markets.
