2014 May 01Sectoral plan for the integration of biodiversity at the Ministry of Commerce, Industry, Posts and Tourism
The Ministry of Commerce, Industry, Posts and Tourism considers biological resources and natural ecosystems to be economic goods that can be used or transformed for commercial, industrial, artisanal and/or tourist purposes. Burundi has several ecosystems and species that provide several goods and services for a large population, and even for the whole world through trade, industry and tourism. However, the destruction of biodiversity is causing a shortage of faunistic and floristic raw materials that can revitalize the Burundian industrial fabric as well as the tourist, artisanal and commercial sectors. Article 35 of the Constitution of the Republic of Burundi states that “the State shall ensure the proper management and exploitation of the country's natural resources, while maintaining the environment and the conservation of its resources for future generations”. The implementation of this article involves all actors. Indeed, different stakeholders manipulate biodiversity for multiple purposes, with many not caring about its degradation. However, its conservation of biodiversity and the sustainable use of biological resources require the participation of all actors. It is in this perspective that the National Strategy and Action Plan on Biodiversity 2013-2020 provides for the integration of biodiversity into the country's diversified development sectors. The MCIPT is one of the sectors in control of biodiversity and its functioning depends a lot on biological resources. For this reason, this department wishes to integrate activities related to the conservation of biodiversity and the rational use of biological resources into its plans, projects, programs and policies. The objective is to contribute to the foundation of harmonious integral development that ensures a better compromise between the products that people need and the sustainable management of ecosystems and species. This MCIPT Sectoral Biodiversity Integration Plan was developed as part of the draft revision of the National Strategy and Action Plan on Biodiversity and Development of the 5th Country Report to the Convention on Biological Diversity under the funding of GEF/UNEP. Developed by a resource person from the same ministry, this Sectoral Integration Plan is also the result of a sectoral consultation workshop that took place from February 28 to March 1, 2013, which brought together representatives of this same ministry to give their contributions. It is built around the following main points:
- Biodiversity at the Ministry of Commerce, Industry, Posts and Tourism;
- Constraints to the conservation of biodiversity;
- Strategic plan for the integration of biodiversity into the MCIPT.
