Second National Communication on Climate Change

Burundi, like the other Parties to the United Nations Framework Convention on Climate Change and in accordance with articles 4 and 12 of that Convention, has undertaken to provide the Conference of the Parties, through the secretariat, with information on, in particular, the national inventory of anthropogenic greenhouse gas emissions not controlled by the Montreal Protocol, the measures it is implementing or considering implementing in order to implement the Convention as well. That any other information or data that it considers useful for achieving the objective of the Convention.

The initial National Communication (CNI), prepared with the financial support of the Global Environment Facility (GEF), was prepared since 1999 and published in 2001.

This is the Second Communication, prepared over 3 years since October 2006, also under the financial support of the GEF and UNDP Bujumbura serving as the Executing Agency. We remain grateful for their fundamental support.

This Second National Communication follows the National Adaptation Plan (PANA) published in 2007. In addition to the Second Greenhouse Gas Inventory, it covers greenhouse gas emissions mitigation measures and climate change adaptation measures that Burundi has already initiated and those that have not yet been initiated, which await external support for their implementation; the country has other challenges it faces for its socio-economic development in terms of health, food security, sustainable peace and education..

We warmly thank the National Communications Support Programme for its commendable contribution to the improvement of our second greenhouse gas inventory and the corrections made to this final document.

This communication was finalized the day after the Fifteenth Conference of the Parties to the UNFCCC, which took place in Copenhagen, Denmark, from 7 to 18 December 2009, on which countries affected by climate change, including Burundi, eagerly awaited the adoption of the post-Kyoto regime that was more restrictive and more reassuring for the survival of humanity.

We remain optimistic that developed countries, responsible for global warming, will reach a consensus by 2012 on maintaining the Kyoto Protocol and on more secure, flexible, transparent and equitable financial mechanisms in order to effectively mitigate their greenhouse gas emissions, at the level recommended by IPCC experts and to effectively help the most affected developing countries to adapt to the disasters caused by climate change.

Young people around the world are constantly calling on the international community to act even though it is already late, otherwise it will be judged that they have bequeathed to them a Planet threatened by an ecological disaster, with irreversible consequences on human development.
