Specific plan in favor of indigenous peoples (Batwa) in the municipalities of Buhinyuza, Matongo and Isare

The Government of the Republic of Burundi has obtained a grant from the Association for International Development (IDA) to finance the Burundi Landscape Restoration and Resilience Project (PRRPB). During the development of the said project, following the presence of the Batwa in the area of intervention and who are likely to suffer negative repercussions as a result of the project, the World Bank's operational policy PO 4.10 concerning indigenous peoples was triggered to meet the related requirements. This policy provides that the applicant for funding from the World Bank, consults the indigenous peoples concerned to ensure respect for their rights, dignity, culture and economic development and therefore prepare a specific plan in their favor.

As the intervention hills were not yet exactly known, a planning framework for indigenous peoples (CPPA) was developed in order to provide guidance on the management of the potential impacts generated by project activities. The same CPPA provides that once the participating hills are selected in the municipalities, a specific plan is drawn up for the municipalities of intervention.

Today, these hills are well known. These are 28 hills, 10 of which are located in the town of Isare (Bujumbura province), 12 in the town of Buhinyuza (Muyinga province) and 6 in the town of Matongo (Kayanza province). It is in this context that it is essential to proceed with the development of the said specific plan in favor of the Batwa for these intervention hills. Thus, an Individual Consultant was selected and recruited to develop the plan, based on consultations with the Batwa communities concerned.
