2021 Nov 17A Buringa area returned to the private heritage of the State
The Ministry in charge of the environment, through the General Directorate for Land Use Planning, Irrigation and Land Heritage Protection, carried out a raid on Tuesday, October 26, 2021, in Buringa in Gihanga commune in the province of Bubanza in the province of Bubanza to begin demolition work on a fence erected in an area of the State's private heritage.
The Director General in charge of the protection of land assets Diomède Ndayirukiye said that this 4-hectare land located in Buringa was granted to an association called Children Hope Future, represented by a lady named Spès Joyeuse Nzeyimana.
The DG in charge of the protection of land assets specified that the Government of Burundi granted it to allow it to carry out an activity of raising and supporting orphans and erecting houses there to support them.
Recently, the owner came to the Ministry in charge of the environment to look for documents allowing him to obtain funding from donors to properly carry out his activities to help orphans.
Subsequently, the department in charge of the protection of land assets learned that this land was sold to a person named Paul Nduwimana and the Ministry in charge of the environment took a decision to return this land to the private assets of the State based on the land code article 263. Diomède Ndayirukiye said that the Ministry in charge of the environment then took the initiative to demolish this fence to discourage this behavior and show that these infrastructures are being erected illegally on land belonging to the State.
He added that it is also a way of showing others not to do it anymore because the land code states that if land is donated for such an activity only, the land should not be allocated to other things, it is necessary to strictly respect the law in force, concluded the director general of land use planning, irrigation and land asset protection.
As for Paul Nduwimana, he refused to give his opinion and said that he had received a letter from the Ministry in charge of the environment inviting him to stop construction work. He added that at the appropriate time he will refer the matter to the competent authorities after the demolition of the fence erected there.
