NATIONAL AGRICULTURAL STRATEGY (SAN 2018-2027)

With a population of 10,262,865 inhabitants1 on an area of 27,834 km² including 2,700 of lakes and 23,500 of potentially agricultural land, Burundi is ranked 2nd among the most densely populated countries on the African continent. Poverty is high with a GDP of around 320.09 USD per inhabitant and 67% of the population living below the poverty line in 2014. The prevalence of acute malnutrition increased from 5.8% to 5.4% from 2010 to 2014 and to 5.1% in 2017 while it fell from 58 to 56% for chronic malnutrition (EDS II and III). The agricultural sector in Burundi is the main provider of jobs (84% of the population) and provides 95% of the food supply. Agriculture contributes 40.7% to GDP (BRB, 2016). It faces a series of agronomic, technological, climatic, socio-economic and institutional constraints. It also has significant advantages. The 2017-2030 SAN aims to operationalize the National Development Plan, Vision 2025 and the Strategic Framework for Growth and Combating Poverty II, is in line with regional policies (COMESA, CEEAC, EAC, CEPGL) and takes into account the Malabo Declaration of June 2014 and the Sustainable Development Goals (SDGs). The vision of SAN is as follows: “By 2030, agriculture that respects the environment, guaranteeing food and nutritional security for the entire population of Burundi and ensuring a decent income for sectoral actors” Mission of the SAN: Achieve the “zero hunger” threshold and reduce poverty by half by 2030. Overall objective: To contribute to the improvement of sustainable food and nutrition security for all, the increase of household incomes and foreign exchange for the State, the supply of raw materials for the industrial sector and the creation of jobs in the processing sector and services related to agriculture. The strategic axes of SAN, which correspond to its specific objectives, are three in number: 1) Sustainable increase in agricultural, animal and fishery production; 2) Valorization of agricultural, pastoral and fishery products and 3) Strengthening the capacities of institutional and organizational structures.
