2013 Aug 01Action plan for strengthening national capacities for risk reduction, emergency preparedness and response in Burundi
Following the fire in the market, the National Platform requested support from the United Nations System to conduct an assessment of national capacities in the field of risk reduction, emergency preparedness and response from 10 to 21 June 2013. The capacity assessment report was presented, discussed and validated at a national workshop held on 31 July 2013 in Bujumbura. The main objective of this assessment is to help the platform identify the major challenges and problems facing the country and especially to formulate recommendations for capacity building. The Evaluation process included interviews at the central level (Bujumbura), at the provincial level in 8 provinces (Kirundo; Bujumbura rural; Bururi; Makamba; Muramvya; Gitega; Gitega; Gitega; Ruyig; Cankuzo) and at the level of 14 municipalities. Approximately 50 interviews were conducted with representatives of government authorities, UN agencies, technical and financial partners, NGOs, the Red Cross, the University and other actors at the national, provincial and communal levels. The results of the interviews were complemented by the analysis of extensive documentation (legislation, strategies, policies, action plans, codes, program and project documents, activity reports, etc.) These recommendations should be used in the development of a national action plan to strengthen national capacities for risk reduction, emergency preparedness and response. The National Action Plan includes a series of priority actions identified for each of the 5 pillars of the Hyogo Framework for Action, including the identification of institutions responsible for implementation, partners and the resources required for the period 2013-2016.
