Burundi National Development Plan 2018-2027

PREFACE

In the complex world of sustainable development, each Nation-State faces, on an ongoing basis, the challenge of identifying the priorities of its people and of sovereign defining the trajectory of their growth in order to reconcile, at best, the improvement of agricultural productivity, the modernization of agricultural productivity, the modernization of basic infrastructures, the creation of jobs for youth and the preservation of ecosystems. In order to address this challenge, Burundi needs to undertake vast projects that should lead to changes in approaches and practices based on the mental and structural transformation of the actors of our rapidly changing circular economy.
We are launching the National Development Plan for the period 2018-2027 (PND Burundi 2018-2027) at a time when Burundi is making progress in the political, economic and social fields. Indeed, the advent and strengthening of democracy have made it possible to re-establish a climate of trust and the culture of patriotism among the population. In agreement with the Burundian people, the Government has just acquired this new strategic planning instrument to lead Burundi towards emergence by 2027.
The long-term objective of this Plan is to restore the structural balances of the Burundian economy through: (i) the strengthening of food self-sufficiency and the diversification of exports through the promotion of agro-industrial, commercial and extractive enterprises; (ii) the development of the energy sector and the craft sector; (ii) the development of the energy sector and the craft sector, (iii) the construction and maintenance of infrastructures to support growth; (iv) the improvement of access to basic social services including education, health and social protection, (v) the continuation of environmental protection and land use programs; (vi) the improvement of financial governance and decentralization (vii) the development of regional and international partnerships.
Although Burundi has seen significant achievements in terms of financial investments, many actions remain to be taken, particularly for the development of the rural world. To do this, during the implementation of the 2018-2027 Burundi PND, the rural world will be the focus of our actions over the next ten years with more than 60% of the programmed resources. Therefore, the human person in his dignity must remain at the center of development as actors and beneficiaries.
We therefore call on the entire population to take ownership of this 2018-2027 Burundi PND and to mobilize as one man, to demonstrate once again their workforce in order to achieve their much desired economic and social well-being. We also call on our development partners to increase their assistance in accordance with the democratic principles and sovereignty of the Burundian people. We remain convinced that by combining the efforts of all, we will be able to achieve our ten-year ambitions conveyed in this strategic guidance instrument.
