2003 Sep 01Capacity building for the implementation of the National Strategy and Action Plan on Biological Diversity
The present study was carried out as part of the implementation of the National Strategy and the Action Plan on Biological Diversity. Its objective is to:
- to conduct a critical study and evaluation of the application of existing legislative and regulatory measures relating to the conservation and management of biodiversity;
- to assess the degree of participation of the population in the development of laws relating to the conservation and management of biodiversity;
- to assess the effectiveness of existing measures to regulate or manage the collection of biological resources in the natural and artificial environment;
- identify the needs to draft implementing texts for ratified biodiversity-related conventions;
- to identify the needs to review, complete and popularize legal texts in the light of the Convention on Biological Diversity and by integrating the participatory approach to obtain the support of the population;
- to identify human capacity building needs at the level of institutions and grassroots communities in relation to the establishment of laws for the conservation, sustainable use and fair and equitable sharing of biological diversity.
The methodology followed was based preferentially on a participatory process that called on the contribution of several partners involved in the conservation and management of biodiversity.
The document therefore contains:
- an analysis of the current biodiversity situation in the face of the legal framework in force in Burundi, which made it possible to identify priority issues;
- an identification of legislative capacity building needs and opportunities to strengthen the conservation and management of biodiversity;
- a formulation of a capacity building strategy;
- an analysis of the appropriate framework for monitoring and evaluating the implementation of this strategy;
- a proposal for a project.
