2024 Jun 27ENVIRONMENTAL AND SOCIAL MANAGEMENT FRAMEWORK
The Government of the Republic of Burundi requested and obtained financing from the World Bank for the PDCH. The development objective of the PDCH is to increase access to quality primary health services and to early childhood and basic education services in Burundi. To comply with the World Bank's CES, an environmental and social assessment must be carried out for all projects financed by the World Bank. Because the PDCH is considering infrastructure constructions whose sub-project details cannot be identified before the project is evaluated. In addition, the specific environmental and social risks and effects of each envisaged sub-project cannot be precisely determined until the details of the activities to be undertaken by the project are still well understood.
This is the reason why the CGES is developed by the Government of Burundi through the Covid-19 Project Management Units and Project Support for the Improvement of Early School Skills instead of the Environmental and Social Impact Assessment (ESIA). It is based on the World Bank's Environmental and Social Framework (ESF) and the laws and regulations of the Republic of Burundi. The implementation of the national-level project activities will be jointly implemented by the Ministry of Public Health and the Fight against AIDS (MSPLS) and the Ministry of National Education and Scientific Research (MENRS).
This CGES should be considered in conjunction with the other environmental and social safeguard instruments under preparation and will be approved prior to the evaluation of the project, in particular the Stakeholder Mobilization Plan (PMPP) and the Environmental and Social Commitment Plan (PEES).
