The purpose of this Act is to:

• create a framework create a framework to contribute to the strengthening of the seed sector in order to produce agricultural seeds of high quality and in sufficient quantity;
• encourage the participation of private individuals in the production and distribution of seeds;
• institute the certification of agricultural seeds;
• develop international cooperation in the field of seed trade.
