The purpose of this Act is:

• create an organic framework to contribute to the development of the seed sector in order to produce agricultural seeds of high quality and in sufficient quantity;
• encourage the participation of private actors in the production and marketing of high quality seeds;
• establish a system of varietal certification and certification of agricultural seeds;
• develop international cooperation in the field of seed trade.
