The plan provides an overview of the organization of the current drought management system by indicating that there is no specific body responsible for drought management as there is not yet a proper mechanism for drought management. It reviews the institutional framework for risk and disaster management with a particular focus on the institutional mechanism (gender). In order to manage the risks associated with drought, the plan proposes a mechanism and designates the associated responsibilities. In terms of the prevention and management of drought episodes, the proposed mechanism covers the various levels of intervention and attempts to mobilize all possible actors. Its ultimate aim is to ensure the coordination of actions from the collection of data to the implementation of measures and decisions taken at the various administrative levels of the country.
