2012 Jan 01National Strategy for Risk Prevention and Disaster Management and National Action Plan 2012-2015
This strategy is therefore the important starting point in integrating risks and disasters into sectoral planning for sustainable development, but in an environmentally reliable environment for Burundi. It is a step expressed by political will in the prevention and management of risks and disasters.
This strategy is also the result of a consultation process with ministerial focal points, NGOs, provincial authorities and UN agencies that appear to be active in responding to emergency situations. In all the discussions that were organized, some questions easily emerged about the national strategy for the prevention and management of risks and disasters, including:
- How to distribute responsibilities under the public authorities, between the State, ministries, provinces, municipalities and census hills?
- What new rules of the game should be proposed to the various actors other than the public authorities already mentioned, such as public institutions (Universities, IGEBU, ISABU...);
- What is the role of certain members of civil society in the mapping of
risks and disasters such as businesses, notaries, architects and surveyors, media associations, citizens who are actors and potential victims? - - What coordination of responsibilities should be proposed?
