2018 Jun 22Presentation note of the draft decree establishing an interministerial platform for the sectoral integration of biodiversity
One of the weak points that handicapped the implementation of the biodiversity strategy (first generation) is the lack of a framework for collaboration with the various actors, which has resulted in the lack of coordination of all ministries for their involvement in the management of biodiversity. Each ministry has its own mission and develops its own sectoral policy and its own national strategy documents very often in isolation. In implementing their policy documents, several departments make interventions without measuring their environmental impact. Thus, following the lack of a framework for consultation and coordination, several actions that degrade biodiversity are carried out by various ministries. In terms of domestic law, the Burundi Environmental Code provides in particular that the State and local authorities, public and para-public organizations as well as private operators are, in accordance with the responsibilities distributively assigned to them by the regulations in force, are mainly required to:
- to make rational use of natural resources, including biodiversity, by ensuring their economic efficiency in accordance with the requirements of the conservation and improvement of the quality of the environment, by ensuring the conditions for the regeneration and development of natural resources, in particular in the forest sector;
- to take the necessary measures to prevent or limit phenomena likely to harm the environment;
- to adopt appropriate measures in order to inform and educate citizens in order to enable them to participate actively in the preservation and development of the Burundian environment;
- to integrate environmental protection into their projects and the establishment of programs to ensure better knowledge of the environment in Burundi;
Likewise, article 88 of the same code provides that the preservation of biological diversity, the restoration of degraded ecosystems and the regeneration of endangered or endangered animal and plant species constitute an obligation incumbent on the State, local authorities and private, natural or legal persons. It is therefore to overcome the lack of a framework for collaboration with the various actors and to meet the obligations mentioned above that this Decree establishing an interministerial platform for the integration of biodiversity is developed.
