To counter the threats to biodiversity in Burundi and meet the obligations mentioned above, a sectoral biodiversity integration plan has been developed. This plan proposes the establishment of an interministerial platform as a permanent consultative body that will be a framework for collaboration between the various actors. It also states that the interministerial platform can only be sustainable if it has a Technical Committee on Biodiversity as an executive body.

It was finally recognized that the establishment of this Technical Committee on Biodiversity as an executive body requires a legal basis for its recognition and functioning. It is within this framework that this Ordinance is drawn up.
