Recognizing the importance of systematic observation and research on the current or future climate, whether at the national, regional or global level, is a prerequisite for understanding climate change and is essential to any project in the face of climate change. Thus, in the search for sustainable development alternatives, it is necessary to implement modernized operational observation systems (hydrometeorological networks), capable of measuring all the data necessary to characterize the distribution over time and space of the elements showing the evolution of the climate, the elements of the hydrological cycle, such as precipitation, surface flows, groundwater levels, without forgetting the future projection of the climate. Such data has proven to be essential in research studies on climate change as well as in the planning of any climate change resilience project.
