This report marks the end of the project and should show succinctly the progress made, the constraints and the challenges to be met. The achievements are developed in the following paragraphs according to the components and the expected results of the project. The methodological approach adopted is the compilation of the various progress reports prepared throughout the life of the project. The consultation of the various monitoring reports on project activities prepared by a UNDP consultant was not forgotten.
