2020 Mar 01Burundi landscape restoration and resilience project: updated planning framework for Batwa indigenous peoples
During the identification and analysis of the activities that will be carried out under the additional financing, it was proved that there are Batwa in the new project area. Therefore, it is necessary to update the Planning Framework for Indigenous Peoples (Batwa) developed during the preparation of the PRRPB in order to enable them to benefit from the benefits of the project in the same way as the other communities in the intervention area.
Following the presence of the Batwa in the area of intervention and who are likely to suffer positive or negative effects as a result of the project, the World Bank's operational policy PO 4.10 concerning indigenous populations was triggered. This policy provides that the applicant for funding, from the World Bank, consults the indigenous peoples concerned and prepares a planning framework for them. It is in this context that the said framework for the Batwa was prepared and updated. It was developed on the basis of consultations with various stakeholders (public actors from different targeted provinces, local authorities of the municipalities concerned, UNIPROBA officials and those of other Batwa community organizations) and the exploitation of relevant documents on this subject. Focus groups and field visits were organized in the pilot hills of the municipalities of Isare, Buhinyuza and Matongo.
